This post is for San Diego homeowners with NEM 1.0 or 2.0 solar who still buy their power from SDG&E ("bundled"): you opted out of San Diego Community Power (SDCP), you live where SDCP is arriving (Coronado, no earlier than 2028), or you're adding a battery and SDCP's rebate of up to $10,000 requires you to switch.

Whether moving to SDCP helps you depends on one question: does your solar make more power than you use? And a battery changes the math in your favor. We'll walk through it with real rates for EV-TOU-5, SDG&E's plan for EV owners (SDG&E rates effective August 1, 2026; SDCP rates effective May 1, 2026).

## The one-sentence version

Your solar credit doesn't disappear on SDCP, but it splits into two pieces that can't pay each other, and the generation piece is credited at SDCP's lower rate.

## Is moving to SDCP a negative for you?

| Your situation | Moving to SDCP without a battery | Moving to SDCP with a battery in SDCP's program |
| --- | --- | --- |
| You use more than your solar makes over the year | About even, often slightly cheaper. Power you buy costs 1–4¢ less per kWh. | Usually a clear win: rebate up to $10,000, yearly payments, and lower evening bills. |
| Your solar makes more than you use | **Usually a negative.** Your extra generation credit can no longer pay delivery, so you may get an SDG&E delivery bill at true-up. | A strong fit: the battery covers your evening use, which shrinks that delivery bill, and the rebate helps pay for the battery. |
| Your solar roughly matches your use | Small difference either way; depends on when you export. | Usually a win, for the same reasons. |

## The two billing structures side by side

**Bundled SDG&E (no CCA):**

- SDG&E delivers your power *and* sells you the generation.
- Every kWh you export earns one combined credit: delivery + generation together.
- That single dollar balance rolls forward and pays your energy charges (not the non-bypassable charges or the fixed base charge).
- One true-up, once a year.

**SDG&E + SDCP:**

- SDG&E still delivers your power and owns the wires and meter.
- SDCP sells you the generation.
- You get **two credit balances**: SDG&E keeps a delivery-only credit, and SDCP keeps a generation-only credit, valued at its time-of-use rates. They don't mix.
- SDG&E still settles delivery once a year at true-up. SDCP bills generation monthly by default.

For the full story on why this split leads to surprise true-up bills, see [Moved to SDCP or CEA? What NEM 1.0 & 2.0 Solar Owners Need to Know](https://mysolarlady.com/my-solar-lady-blog/moved-to-sdcp-or-cea-nem-solar-billing).

## The actual rates

Here's SDG&E's EV-TOU-5 generation rate next to SDCP's. This is the number that sets your solar's generation credit.

| Period | SDG&E generation | SDCP generation (PowerOn) | SDCP is lower by |
| --- | --- | --- | --- |
| Summer on-peak | $0.4840 | $0.4106 | 7.3¢ |
| Summer off-peak | $0.1782 | $0.1287 | 5.0¢ |
| Summer super off-peak | $0.0839 | $0.0417 | 4.2¢ |
| Winter on-peak | $0.2057 | $0.1541 | 5.2¢ |
| Winter off-peak | $0.1476 | $0.1004 | 4.7¢ |
| Winter super off-peak | $0.0763 | $0.0347 | 4.2¢ |

*SDG&E: Schedule EV-TOU-5, effective 8/1/2026. SDCP: PowerOn rates for San Diego, Chula Vista, Encinitas, Imperial Beach and La Mesa, effective 5/1/2026. National City and unincorporated county rates are $0.00559 higher in every period, with a matching lower PCIA.*

**SDG&E's delivery rate on EV-TOU-5 isn't flat.** It's about **31.8¢/kWh** in on-peak and off-peak hours and about **4.7¢/kWh** in super off-peak hours, whether you're bundled or on SDCP.

**The PCIA.** Every SDG&E and SDCP customer pays the Power Charge Indifference Adjustment, which covers power SDG&E committed to buying before CCAs existed. Bundled customers pay it inside SDG&E's generation rate; SDCP customers see it as its own line. The amount depends on when your area joined SDCP, not when you installed solar:

| Where you live | PCIA (8/1/2026) |
| --- | --- |
| San Diego, Chula Vista, Encinitas, Imperial Beach, La Mesa | 3.35¢/kWh |
| National City, unincorporated San Diego County | 2.79¢/kWh |

SDCP sets its two groups' rates so generation plus PCIA comes out the same, so your total price per kWh is identical either way.

## EV-TOU-5's cheap hours include midday

The super off-peak discount isn't only overnight. On EV-TOU-5 it covers midnight to 6am **and 10am to 2pm on weekdays**, and midnight to 2pm on weekends. Summer runs June 1 to October 31; winter runs November 1 to May 31.

EV-TOU-5 periods and delivery credit by hour

SDG&E delivery, rates effective August 1, 2026

| | 12am | 6am | 12pm | 6pm | | | | | | | | | | | | | | | | | | | | |
| --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- | --- |
| Weekdays | | | | | | | | | | | | | | | | | | | | | | | | |
| | | | | | | | | | | | | | | | | | | | | | | | | |
| Weekends | | | | | | | | | | | | | | | | | | | | | | | | |

**Super off-peak:** an exported kWh earns 2.6¢ of delivery credit; a kWh you use costs 4.7¢.

**On- and off-peak (4–9pm on-peak):** an exported kWh earns 29.7¢ of delivery credit; a kWh you use costs 31.8¢.

That's great for charging your EV, and it matters for solar too: midday is when your panels export the most, and a super off-peak export earns only about 2.6¢ of delivery credit, while the power you use after 4pm costs 31.8¢ of delivery. On SDCP, where generation credit can't help cover delivery, that gap often shows up as an SDG&E true-up bill.

## What this means for your bill

**Power you buy costs a little less on SDCP.** Adding delivery, SDG&E's fixed 0.59¢ charge and the PCIA, each kWh you pull from the grid on EV-TOU-5 costs:

| Period | Bundled SDG&E | SDCP | SDCP saves |
| --- | --- | --- | --- |
| Summer on-peak | 80.2¢ | 76.2¢ | 4.0¢ |
| Summer off-peak | 49.6¢ | 48.0¢ | 1.6¢ |
| Summer super off-peak | 13.1¢ | 12.2¢ | 0.9¢ |
| Winter on-peak | 52.4¢ | 50.6¢ | 1.8¢ |
| Winter off-peak | 46.6¢ | 45.2¢ | 1.4¢ |
| Winter super off-peak | 12.3¢ | 11.5¢ | 0.8¢ |

**Solar you export earns less on SDCP.** Your generation credit is SDCP's lower rate, 4–7¢ per kWh below SDG&E's. On bundled billing, that richer credit can also help pay delivery; on SDCP it can't.

- **If you buy more than you export** (most EV-TOU-5 homes, thanks to overnight charging), the two effects roughly cancel. Low exporters come out slightly ahead on SDCP.
- **If you export more than you use**, bundled SDG&E usually comes out ahead without a battery. If you're adding a battery through SDCP's program, the rebate and savings usually tip it the other way.

## Adding a battery on EV-TOU-5

A battery is the most direct way to get more from NEM 2.0 solar on SDCP. Instead of exporting midday solar for a few cents of credit, you use it yourself after 4pm, when power costs the most. That also shrinks the delivery charges your SDCP credits can't cover.

**What a battery does with your midday solar (EV-TOU-5, summer, SDCP):**

| Your midday solar | Value per kWh |
| --- | --- |
| Exported to the grid at midday | about 7¢ of credit |
| Stored and used in your home after 4pm | **saves about 76¢** |

That difference, every sunny day, is where a battery earns its keep.

**SDCP's Solar Battery Savings Program.** If your home is in SDCP's area (San Diego, Chula Vista, Encinitas, Imperial Beach, La Mesa, National City or unincorporated San Diego County), you may qualify for a **rebate of up to $10,000** plus a yearly performance payment:

- **Rebate:** $250 per kWh of battery when you already have solar, or $350 per kWh when you add solar and a battery together (higher for CARE and FERA customers), up to $10,000.
- **Performance payment:** $0.10 for every kWh your battery supplies when SDCP calls on it on weekday evenings, paid to you each year. Half your battery is always reserved for you, including for backup.
- **Charged by your sun:** your battery fills up from your own solar, and staying enrolled with SDCP for five years keeps the full rebate and the yearly payments coming.

**Moving from SDG&E to get the rebate is simple.** If your home is in SDCP's area, you can join through its [re-enroll page](https://sdcommunitypower.org/re-enroll/). Here's how it works:

1. **Your SDG&E account settles at the switch.** SDG&E closes out your NEM balance when you move and starts a fresh 12-month period with SDCP.
2. **We size your battery to qualify.** SDCP matches battery size to your solar for new customers, and we design your system to fit.
3. **You can choose annual billing.** If your solar covers your usage in at least one month, ask SDCP for annual billing when you switch.

## Monthly vs. annual billing

SDCP bills generation monthly by default: banked credits apply first, and you pay what they don't cover. At true-up, SDCP refunds the year's generation charges up to your leftover credit, so the yearly total comes out about the same either way. If your solar covers your usage in at least one month of the year and you went solar before April 15, 2023, you can ask SDCP for annual billing at your true-up using its [Annual True-Up Notification form](https://sdcommunitypower.org/annual-true-up-application/). The full walkthrough is in [our guide to SDCP and CEA billing](https://mysolarlady.com/my-solar-lady-blog/moved-to-sdcp-or-cea-nem-solar-billing).

## Three things that trip people up

**1. "My delivery credit disappeared."** It didn't. SDG&E still tracks a delivery-only credit on its part of your bill, carries it month to month and settles it at your yearly true-up. What's gone is the generation credit that used to help pay delivery; that now sits with SDCP.

**2. "I don't see my annual solar payout."** On SDCP, your year-end settlement comes from SDCP, not on the SDG&E true-up bill. If you finished the year ahead, SDCP pays SDG&E's surplus rate plus a $0.0075/kWh bonus, along with any refund of generation charges you paid during the year. Over $100, SDCP mails a check automatically; smaller amounts roll over. (Bundled SDG&E customers have to ask SDG&E for a check.)

**3. "Did I lose my NEM 2.0 grandfathering by moving to SDCP?"** No. Switching providers doesn't change your NEM version. If you switch to SDCP yourself, SDG&E settles your account at the switch and sets a new true-up date. (Customers SDCP moved automatically switched at their regular true-up date.)
